To the hundreds of you who supported my “write-in” campaign with $5.00 Clean Election contributions, the 45,544 primary voters who spelt my name correctly on the primary ballot, and the 1,434,236 who elected me to serve a four-year term on the Commission in the November, 2020 election; I want to say thank you for affording me the honor to have served you all in the positions I have held. Since being elected Chairman in January, 2023, we have changed much at the Commission. We recruited a new Executive Director who began in April, 2023. We’ve subsequently promoted two Utility Division deputy’s to co-manage that division, hired a new head of Information Technology Division, and new head of the Legal Division.

There is much detail within the attached report relating to our accomplishments resulting from these many changes. The report will also be an excellent way for you to become familiar with our agency and its many functions. A few points I’d like to leave with you for consideration: first, we are leaving the Commission in much better shape than we found it. And after reading the report, I’d hope you would agree.

Second and final point, what kind of people make good Commissioners? In my view Arizona needs business people, not political people serving in those positions. Men and women with life experience, wisdom, maturity and the temperament necessary to tackle the unique balancing mandated by our State’s Constitution. That is, to safeguard the affordability of essential utility services to rate-payers in contrast with ensuring utility company financial stability necessary to maintain a resilient power grid.
